As Senior Vice President of Finance, Ann Toole has several general
areas of responsibility that have a broad impact upon the operations
of the organization. She is GUARD’s primary liaison for a number of
corporate partners, including reinsurers and reinsurance
intermediaries. In that capacity, Ann participates in the process of
soliciting, evaluating, negotiating, and securing agreements that
appropriately balance cost and coverage for multiple lines of
business. She coordinates, organizes, and implements the company’s
Enterprise Risk Management policy and plan, which are aimed at
identifying, correlating, and preventing/mitigating possible threats
to short- and long-term profitability. Finally, she oversees GUARD’s
Residual Market Servicing Carrier operations in multiple
jurisdictions, is involved in a variety of accounting and finance
activities (such as budgeting and related analysis), and directly
supervises the Premium Audit Department, which ensures the correct
classification of payroll-based policy premium and final
reconciliation of the estimated and actual cost of coverage for
individual accounts.

Ann is uniquely qualified for her current responsibilities through
her service to GUARD and related organizations for more than a
decade in accounting, sales, and executive management. Most
recently, she displayed her diverse skills while overseeing the
State Filings and Technical Analysis Units. Before assuming that
role, she worked directly with GUARD's Chief Executive Officer,
often serving as his surrogate with various internal and external
audiences while concurrently assuming a leadership position for
numerous new initiatives.
Other past duties within the company demonstrate Ann’s extensive
financial and operational background. She was Manager of GUARD's
Northeast Region and was responsible for the production,
performance, and operations of 11 states and the District of
Columbia, including supervision of staff and the organization's
distribution network. Ann also served as Corporate Controller of
GUARD and all related subsidiaries, maintaining accurate financial
information and preparing statutory reports and financial statements
needed by regulatory agencies on an ongoing basis while
simultaneously coordinating and monitoring the annual budget. Prior
to that position, Ann accumulated nearly 10 years of accounting
experience as Controller and Vice President of First Peoples
National Bank and as Controller of BankVest, Inc., a bank holding
company.
Ann is a magna cum laude graduate of Bloomsburg University where she
received a Bachelor of Science/Business Administration degree in
accounting. She also holds a Master of Business Administration with
concentrations in management and finance from Wilkes University. Ann
is a 1991 graduate of Leadership Wilkes-Barre and is active in
educational organizations and several non-profit entities.
