Chief Operating Officer Carl Witkowski joined GUARD Insurance Group
in 1996 after working with the organization for nearly a decade as a
consultant. Over the past 15 years, he has spearheaded numerous
initiatives that have helped shape GUARD’s past, present, and future
success. As early as the 1990’s, Carl recognized the advantages of
100% paperless processing (a goal realized in the early 2000’s) and
participated in building an internal and external infrastructure to
support that objective. Some of the key by-products of this
pioneering effort included: transforming GUARD’s information systems
into a flexible, browser-based platform; creating a real-time,
nationally recognized Agency Service Center as well as a
Policyholder Service Center, re-engineering numerous business
processes (complete with new technologies for transforming data into
consumable business intelligence) while multiplying the enterprise’s
scalability and extensibility, and co-developing several patent and
patent-pending processes in imaging, file-sharing, and business
process solutions. Similarly, Carl’s prior leadership experience in
the health care field has enabled him to serve a key role in
formulating and shaping differentiating methodologies in managed
care that have allowed GUARD to excel in delivering superior claims
service that provides quality care to injured workers while
simultaneously containing costs. As current President of GUARDCo, he
ensures standards of excellence are maintained.

Since joining the company, Carl has served in capacities of
increasing scope and responsibility. As part of his current duties,
he leads GUARD’s information and technology systems and is also
“curator” of the company’s “human capital” and culture – a role he
has embraced from the start through his responsibility for the Human
Resources Department. In 2001 (the only year GUARD participated),
the company was named the second best large place to work in
Pennsylvania. Other functions under Carl’s leadership include Home
Office and Intermediate Business Unit underwriting, claims (which
encompasses managed care and litigation), customer service, and
corporate legal functions.
Carl has extensive past management, executive, and leadership
experiences. During his two-decade career in behavioral health, he
held a number of positions that culminated in his role as Clinical
Director of one of Pennsylvania’s most diverse behavioral health
organizations. He also engaged in a private practice, providing both
clinical counseling and management consulting (including business
and strategic planning, executive coaching, and organizational
development services to a host of public- and private-sector
organizations).
A graduate faculty member of Marywood University for 12 years, he is
a frequent presenter on a variety of information technology and
human capital topics at national conferences, most recently
discussing Agile IT Development and Governance Practices to a
national audience of Chief Information Officers. He serves on the
Information Technology Committee and is the immediate past national
chairperson of the Human Resources Committee of the Property
Casualty Insurers Association of America. His exposure and
leadership experience has encompassed service on numerous local
boards such as the Great Valley Technology Alliance, St. Joseph’s
Center, the Advocacy Alliance, the Lion’s Club, and a host of other
professional and community groups.
A cum laude graduate of the University of Scranton, Carl received
his master’s degree through the Marywood University Graduate School
of Social Work and is a Licensed Clinical Social Worker.
